What a keyboard meets first.
The skip link is first. Then the wordmark, then the menu, then the heading, then the button or the form, then the article. The chat control sits out of the reading column. On a phone the menu is one row labelled Menu. Open it and the links push the page down, one link on each row. A second tap closes it.
Pictures that are links carry a written action, Click on a wide screen and Tap on a phone. Pictures that are not links do not pretend to be buttons. Form fields have visible labels. Focus shows a ring. Text is at least 18 pixels. The page ground is white and the button color is a deep violet chosen so white type stays readable.
